CBSA Initiates Steel Strapping Dumping and Subsidization Investigations
The Canada Border Services Agency (CBSA) has launched investigations into the alleged dumping of steel strapping from China, South Korea, Türkiye, and Vietnam, as well as the subsidization of such products from China, effective May 12, 2025. The investigations follow a complaint by JEM Strapping Systems Inc., which cites market injury claims including lost market share, price undercutting, and reduced employment. The Canadian International Trade Tribunal (CITT) is concurrently conducting a preliminary inquiry; a decision is due by July 11, 2025. If a reasonable indication of injury is found, CBSA will make preliminary determinations by August 11, 2025. At present, 158 special import measures are in force, covering over $11.6 billion in Canadian production and 31,000 jobs.

CBSA CARM Transition Period for Financial Security Ends May 20
The CBSA reminds importers that the extension for submitting financial security under the CARM transition period concludes at 3 am EDT on May 20, 2025. Importers not enrolled in the Release Prior to Payment (RPP) Program must pay all duties and taxes at a CBSA office before goods are released at the border. The CBSA has implemented several measures and support systems, including 117 CARM kiosks at commercial sites and increased staff for the CARM Client Support Helpdesk. Additional resources such as the CARM Go-Live Playbook and a network of accredited financial security providers have been made available. Over 99% of released goods are usually cleared using RPP.

Canadian International Trade Tribunal Launches Injury Inquiry on Steel Strapping
The Canadian International Trade Tribunal (CITT) initiated a preliminary injury inquiry on May 13, 2025, regarding alleged injury to JEM Strapping Systems Inc. from dumped and subsidized steel strapping imports from China, Türkiye, South Korea, and Vietnam. Participants must file a Notice of Participation with the Tribunal to join the inquiry. A determination on reasonable indication of injury or threat will be made by July 10, 2025, followed by further CBSA determinations if requisite injury is found. The Tribunal's procedures are governed by the Special Import Measures Act.

StatsCan Survey: Canadian Marine Vessel Operators Earned $10.9B in 2023
Statistics Canada's Survey of Marine Vessel Operators for 2023 reports 870 marine vessel owners and operators in Canada, achieving a combined $10.9 billion in vessel operations revenue. The survey period covered commercial owners and operators nationwide, reflecting the economic scale of the marine and shipping sector during the year.

CITT Terminates Investigation into U.S. Renewable Diesel Dumping
The Canadian International Trade Tribunal (CITT) ruled on May 5, 2025, that there was no reasonable indication that dumping or subsidizing of renewable diesel from the U.S. has caused or threatened injury to Canadian producers. As a result, CBSA has terminated its investigations effective May 6, 2025. All related proceedings under the Special Import Measures Act for this case are now closed.
