CBSA Initiates Dumping Investigation on Carbon and Alloy Steel Wire Imports
The Canada Border Services Agency (CBSA) announced on April 22 an investigation into the alleged dumping of certain carbon and alloy steel wire from multiple jurisdictions including China, Taiwan, India, Italy, Malaysia, Portugal, Spain, Thailand, Türkiye, and Vietnam. The probe follows a complaint submitted by Sivaco Wire Group 2004, L.P. and ArcelorMittal Long Products Canada G.P., alleging material injury due to increased dumped imports. The Canadian International Trade Tribunal (CITT) will conduct a preliminary inquiry and is scheduled to issue a decision by June 20, 2025. The CBSA's preliminary determination on whether the imports are being sold at unfair prices is expected by July 21, 2025. This case adds to 158 special import measures currently in force, affecting around $11.6 billion in Canadian production.

Amendments to United States Surtax Orders Affecting Steel, Aluminum, and Motor Vehicles
The Canada Gazette, Part II, published on April 23, details amendments to the United States Surtax Orders (Steel and Aluminum 2025 and Motor Vehicles 2025). Key changes include new exemptions for goods imported at Campobello Island, New Brunswick, for personal or household use, and for goods imported under permits for the Import for Re-Export Program. The Canada Border Services Agency will issue Customs Notices to guide the importing community regarding these updates. The amendments are effective as of April 9, 2025, and CBSA remains responsible for administering the related tariff legislation and regulations.
