CBSA Initiates Investigation into Dumping of Carbon and Alloy Steel Wire Imports

On April 22, 2025, the Canada Border Services Agency (CBSA) opened an investigation into alleged dumping of certain carbon and alloy steel wire from China, Taiwan, India, Italy, Malaysia, Portugal, Spain, Thailand, Türkiye, and Vietnam. The action follows complaints by Sivaco Wire Group 2004, L.P. and ArcelorMittal Long Products Canada G.P., who report increased imports have led to price undercutting, lost sales, reduced profitability, and lower employment within Canadian industry. The Canadian International Trade Tribunal (CITT) is conducting a parallel preliminary injury inquiry, with a decision expected by June 20, 2025. The CBSA will announce a preliminary determination on unfair pricing by July 21, 2025. Currently, 158 special import measures are in force to counteract similar practices.

CITT Launches Preliminary Injury Inquiry on Steel Wire Imports

On April 23, 2025, the Canadian International Trade Tribunal (CITT) initiated a preliminary inquiry regarding the injury caused by alleged dumping of carbon or alloy steel wire from several countries, including China, Chinese Taipei, India, Italy, Malaysia, Portugal, Spain, Thailand, Türkiye, and Vietnam. The Tribunal is operating under the Special Import Measures Act and will determine by June 19, 2025, if there is a reasonable indication of injury or threat to Canadian producers. A positive finding would lead to a continued CBSA investigation and a subsequent final injury inquiry.
